Considering HS & college age women are 4x more likely than men to suffer an ACL tear, redshirting women for reasons other than for injuries is simply not practical. After what we just experienced this past season, I am surprised you even brought it up.
About the only way I would ever support redshirting a female athlete is if you get to the end of the season and she has not played during the season. Even then, you have to wonder whether it might be worth the risk of losing that safety net if the player injures herself later in her career. I am aware players can petition for a second redshirt but that is no guarantee - especially after the first one was blown for player development and/or stockpiling players (which was the reason for ride limits to begin with!)
Finally, if a player has made it to the end of the season without playing, the question arises as to whether the player is valuable enough to tie up that ride for another year vs. keeping the player on pace to graduate thereby freeing up the ride for a better player ASAP.
While your question is valid for men's sports, the greater risks of injuries to female athletes makes it impractical for women's sports.
